Coalitions in the regions
Since 2018, the Ukrainian Women's Fund has been supporting the creation and development of regional coalitions 1325 — regional platforms that bring together government, civil society, and the security sector to implement the principles of UN Resolution 1325 “Women, Peace, and Security”.
What do regional coalitions 1325 do?
Today, there are 25 regional coalitions operating in Ukraine — one in each region and in the city of Kyiv.

Chernihiv region
The “Chernihivshchyna 1325” Coalition was established in August 2023. It unites more than 30 partners, including civil society organizations, government bodies, the security and defense sector, and other institutions.
The coalition works to implement the Regional Action Plan on UNSCR 1325, fostering cooperation between communities, authorities, and the civil sector.
Its key areas of work include: women’s participation in decision-making and community recovery; protection of survivors of violence, including conflict-related sexual violence; psychosocial support for those affected by the war; safety of women and girls in communities; and youth engagement.

Luhansk region
The “1325 Luhanshchyna. Women. Peace. Security” Coalition was established in September 2018. It brings together 17 organizations from Luhansk Oblast, including civic initiatives, government representatives, and members of the security and defense sector.
Despite forced displacement, the coalition quickly adapted to online and relocated work, maintaining its unity. It promotes the implementation of UN Security Council Resolution 1325, supports women, develops local security plans, and participates in regional recovery planning.
Its main areas of work include: women’s participation in decision-making and the reconstruction of Luhansk region; protection of survivors of violence, including conflict-related sexual violence; reintegration and engagement of female veterans; safety of women and girls (through audits and local safety plans); youth involvement in peace and security issues; gender equality, combating stereotypes, and advocating for the rights of internally displaced women.

Zaporizhia region
The “Zaporizhzhia 1325” Coalition was established in 2018. It unites 53 members — 28 civil society organizations and 25 representatives of local authorities, the regional council, and the security and defense sector in Zaporizhzhia Oblast.
The coalition operates on the principles of cross-sectoral cooperation, equality, and community-centered approaches.
Its key areas of work include: localization and monitoring of the implementation of the National Action Plan on UNSCR 1325 in communities; participation in the execution of activities under the Regional Action Plan on 1325; cooperation with the security and defense sector and support for women within it; conducting safety audits and developing local 1325 action plans; and engaging youth in the “Youth, Peace, and Security” agenda.

Ternopil region
The “1325. Ternopilshchyna” Coalition was established on December 10, 2024, to localize the UN Security Council Resolution 1325 “Women, Peace, and Security” in Ternopil Oblast.
The coalition brings together 17 members, including 13 women’s human rights organizations, gender experts, the Department of Social Protection, and the State Emergency Service Directorate in Ternopil Oblast.
Its main areas of work include: promoting women’s participation in decision-making; protecting survivors of violence; enhancing the safety of women and girls in communities; supporting veterans, female veterans, and their families; advancing women’s leadership and economic empowerment; fostering women’s political participation; implementing educational initiatives on gender equality; combating gender-based violence and human trafficking; and providing assistance to individuals affected by the war.

Kirovograd region
The “Kirovohradshchyna 1325” Coalition was established in May 2023 to promote the role of women in conflict prevention and resolution, peacebuilding, and security, as well as to ensure women’s active participation in decision-making processes.
The coalition brings together 52 members: 17 civil society organizations, 19 representatives of government bodies, and 16 other institutions.
Its main areas of work include: protection of survivors of violence; safety of women and girls in communities; women’s participation in decision-making; reintegration of female veterans; and youth engagement.

Ivano-Frankivsk region
The “Prykarpattia-1325” Coalition was established on March 7, 2023, to implement the UN Security Council Resolution 1325 “Women, Peace, and Security” in Ivano-Frankivsk Oblast.
It unites 15 civil society organizations, women representatives of local authorities and councils, members of the security sector, and active citizens from various communities across the region.
The coalition’s key areas of work include: women’s participation in decision-making; protection of survivors of violence; reintegration of female veterans; safety of women and girls in communities; and youth engagement.

Dnipropetrovsk region
The “Dnipropetrovshchyna 1325” Coalition was established in 2018 in Dnipropetrovsk Oblast and underwent reorganization and expansion in 2022, broadening the geographic scope of its activities.
Today, the coalition covers communities across the entire region. Its members include 22 civil society organizations and 3 independent experts in the field of security and defense.
The coalition’s key areas of work include: women’s participation in decision-making; protection of survivors of gender-based violence, including conflict-related sexual violence; reintegration of female veterans; safety of women and girls in communities; and support for internally displaced women.

Donetsk region
The “1325 Donetchyna. Women. Peace. Security” Coalition was established in February 2021 to localize the UN Security Council Resolution 1325 “Women, Peace, and Security” in Donetsk Oblast.
It unites 67 partners, including 54 civil society organizations, the Donetsk Regional State Administration, administrations of 10 local communities, the Eastern Regional Directorate of the State Border Guard Service of Ukraine, and the Main Directorate of the State Emergency Service (SES) in Donetsk Oblast.
Despite the relocation of most member organizations due to Russia’s full-scale invasion of Ukraine, the coalition continues to grow and strengthen its efforts in support of the Donetsk region.
Its main areas of work include: women’s participation in decision-making; protection of survivors of violence; reintegration of female veterans; safety of women and girls in communities; provision of humanitarian, psychological, legal, and social support to survivors; enhancement of women’s economic capacity and activation of internally displaced persons; advocacy for the rights of women released from captivity; and promotion of information security.

Kyiv region
The “1325. Kyivshchyna” Coalition was established in December 2024 in response to the growing challenges faced by women and girls in the communities of Kyiv Oblast during the full-scale war.
Currently, the coalition unites 36 signatories to the Memorandum of Cooperation: 30 representatives of the civil society sector, 4 from local authorities and councils, and 2 activists and experts.
Its main areas of work include: protection of survivors of violence; reintegration of female veterans; safety of women and girls in communities; and youth engagement.

Khmelnytskyi region
The “Khmelnychchyna 1325” Coalition was established in 2018. Today, it includes more than 30 members representing civil society organizations as well as institutions from the state and security sectors.
Its main areas of work include: cooperation with the security and defense sector; protection of survivors of gender-based violence; comprehensive assistance for survivors of conflict-related sexual violence; development of women’s leadership; advocacy for the rights of internally displaced persons; youth engagement in security issues; and awareness-raising campaigns to protect the rights of women and girls.

Zakarpattia region
The “1325-Zakarpattia” Coalition was established on December 23, 2022, by 18 organizations that signed a Memorandum of Cooperation.
As of July 2025, it brings together 32 members — 24 from the civil society sector, 3 from the security and defense sector, 3 from local authorities, and 2 from other institutions.
The coalition’s goal is to consolidate efforts for the localization of the provisions of UN Security Council Resolution 1325 and the National Action Plan in Zakarpattia Oblast.
Its main areas of work include: women’s participation in decision-making; protection of survivors of violence; safety of women and girls in communities; localization of the National Action Plan on 1325; and engagement of women from military families.

Odesa region
The “Odeshchyna 1325” Coalition was established in October 2022 on the initiative of women leaders, heads of women’s civil society organizations, and representatives of local authorities to develop the Regional Action Plan on UNSCR 1325.
It unites 72 members, including 46 representatives of civil society organizations, 9 representatives of local authorities and councils, 7 members of the security and defense sector, business, and educational institutions, as well as 10 activists, media professionals, and healthcare workers.
The coalition’s main areas of work include: women’s participation in decision-making; protection of survivors of violence; safety of women and girls in communities; youth engagement; and increasing the visibility of women.

Zhytomyr region
The “Zhytomyrshchyna 1325” Coalition was established in January 2023 to implement the UN Security Council Resolution 1325 “Women, Peace, and Security” and the National Action Plan.
It consists of 36 members: 15 representatives of civil society organizations, 12 from government bodies, 6 from the security and defense sector, 3 from the business community, as well as advisers to the head of the Zhytomyr Regional Military Administration and women deputies of regional and local councils.
The coalition’s key areas of work include: promoting women’s participation in decision-making processes; protecting survivors of violence; reintegrating female veterans into civilian life; enhancing the safety of women and girls in communities; educational and awareness-raising work with youth; supporting veterans, female veterans, and their families; and strengthening women’s economic empowerment.

Cherkasy region
The “Cherkashchyna 1325” Coalition was established in November 2024 through the joint initiative of civil society, regional authorities, and the security and defense sector.
It brings together 33 members representing government and local self-government bodies, the security and defense sector, civil society organizations, higher education institutions, and the regional council.
The coalition’s main areas of work include: promoting women’s participation in decision-making processes; protecting survivors of violence; and enhancing the safety of women and girls in communities.

Chernivtsi region
The “Bukovyna 1325” Coalition was established on November 9, 2021, and initially united 20 organizations from Chernivtsi Oblast.
Today, it includes 37 members, equally representing civil society organizations (50%) and government and local self-government bodies (50%), including the security and defense sector.
The coalition’s key areas of work include: women’s participation in decision-making; protection of survivors of violence; expansion of programs for the adaptation of female veterans to civilian life; safety of women and girls in communities; and youth engagement.

Volyn region
The “Volyn 1325” Coalition began its work on January 11, 2023. Its establishment resulted from the signing of a memorandum among local activists, gender experts, women deputies, officials, and representatives of civil society organizations.
The coalition’s goal is to strengthen women’s participation in decision-making processes, promote peace and security, and foster cooperation among authorities, the civil sector, and security institutions.
As of 2025, the coalition unites 40 members: 20 from the civil society sector, 7 from government bodies, 6 from local self-government institutions, and 7 from the security and defense sector.
Its main areas of work include: increasing women’s participation in decision-making through involvement in advisory bodies and gender equality groups within councils; enhancing safety for women and girls in communities through safety audits and anti-violence training; and cooperation with the security and defense sector to implement joint projects and educational programs.

Rivne region
The “Rivnenshchyna-1325” Coalition was established on October 2, 2023, with the aim of localizing the United Nations Security Council Resolution 1325 “Women, Peace, and Security” and the National Action Plan in Rivne Oblast. Its work is grounded in the values of unity, equality, human rights, trust, and mutual support.
The coalition includes 30 signatories and 4 informal participants: 19 representatives of civil society organizations, 8 from government and local self-government bodies, 4 from the security and defense sector, and 6 independent experts and media representatives.
The coalition’s main areas of work include: women’s participation in decision-making; protection of survivors of violence, including conflict-related sexual violence; safety of women and girls in communities and the development of information security; youth engagement; and strengthening the economic capacity of women and individuals affected by the armed conflict.

The “Vinnychchyna 1325” Coalition was established on August 31, 2018. It unites 63 partners from the civil society sector, public services, and local self-government bodies.
The coalition focuses on adapting and implementing the National Action Plan on UNSCR 1325 in Vinnytsia Oblast.
Its main areas of work include: women’s participation in decision-making and advisory bodies; development of women’s civil society organizations and support for female veterans; conducting safety audits and improving security environments in communities; and engaging youth in security and crisis-response initiatives.

The “Mykolaivshchyna 1325” Coalition was established on December 10, 2024, to coordinate the efforts of government institutions, civil society, and the security and defense sector in implementing the “Women, Peace, and Security” agenda and the National Action Plan on UNSCR 1325 in Mykolaiv Oblast.
It unites 15 members: 6 representatives of government institutions, 6 from civil society organizations, and 3 from the security and defense sector.
The coalition’s main areas of work include: women’s participation in decision-making; protection of survivors of violence, including sexual and conflict-related violence; safety of women and girls in communities; and comprehensive support for those affected by conflict and gender-based violence.

The “Kharkivshchyna 1325” Coalition was founded in November 2021 to monitor the implementation of the Regional Action Plan aimed at realizing the National Action Plan on UNSCR 1325, advocating for its proper funding, and supporting women’s equal access to peacebuilding and recovery processes.
The coalition brings together 42 organizations and institutions, including 27 civil society organizations, government and local self-government bodies, educational institutions, and entities from the security and defense sector.
Its main areas of work include: women’s participation in decision-making; protection of survivors of violence; and ensuring the safety of women and girls in communities.

The “1325 Kyiv” Coalition began its activities in 2019 and became more active in 2023 in response to the need for systematic implementation of the National Action Plan “Women, Peace, and Security” at the local level.
The coalition includes over 40 members, representing civil society organizations, local authorities, women deputies, social services, members of the security and defense sector, experts, and independent activists.

The “1325 Poltavshchyna” Coalition was established on April 24, 2024. It unites about 45 partners, including 26 civil society organizations, 15 government institutions and agencies, and 4 entities from the security and defense sector.
The coalition serves as a cross-sectoral platform for implementing the National Action Plan “Women, Peace, and Security” in Poltava Oblast.
Its main areas of work include: women’s participation in decision-making processes; protection of survivors of violence, including conflict-related sexual violence; reintegration of female and male veterans; strengthening the safety of women and girls in communities; and youth engagement.

The “Lvivshchyna 1325” Coalition was established in November 2023 at the initiative of the Office of the Deputy Prime Minister and the Lviv Regional Military Administration. Its purpose is to implement the UN Security Council Resolution 1325 “Women, Peace, and Security” in Lviv Oblast.
The coalition brings together 55 members: 38 from civil society organizations, 5 from local authorities and councils, 8 from the security and defense sector, and 4 from municipal and educational institutions.
Its main areas of work include: promoting women’s participation in decision-making processes; protecting survivors of violence; reintegrating female veterans into civilian life; enhancing the safety of women and girls in communities; educational and awareness-raising work with youth; and supporting veterans, female veterans, and their families.

The “Sumshchyna 1325” Coalition was established in September 2023. It unites more than 40 members, including representatives of civil society organizations, security and defense structures, and national and local government bodies.
The coalition works on localizing and implementing the National Action Plan on UNSCR 1325, as well as integrating the principles of peacebuilding, gender equality, and security within the communities of Sumy Oblast.
Its main areas of work include: women’s participation in decision-making and the development of women’s leadership; protection of survivors of conflict-related sexual violence and domestic violence; reintegration of female veterans and support for internally displaced persons; conducting safety audits and creating gender profiles of communities; youth engagement and improving security awareness; and strengthening women’s economic empowerment through entrepreneurship, retraining, and education.
